APPLICANT REQUESTS THAT:
His DD Form 214, Armed Forces of the United States Report of
Transfer or Discharge, be corrected to show he was awarded the
Air Medal (AM).

APPLICANT CONTENDS THAT:
He was awarded the AM for meritorious service for the period of
15 Mar 1966 to 31 Aug 1966 while assigned to the
6200th Organizational Maintenance Squadron, Clark Air Base (AB),
Philippines, and it is missing from his records.
In support of his request, the applicant provides a copy of his
AF Form 642, Recommendation for Decoration.
The applicants complete submission, with attachment, is at
Exhibit A.

STATEMENT OF FACTS:
On 17 Jul 1961, the applicant entered active duty.
The applicant was assigned to Clark AB, Philippines, from 28 May
1965 to 24 Nov 1966.
He was retired on 31 Oct 1967.
He served on active duty for 20 years, 8 months and 29 days.
The AM may be awarded to any person who while serving in any
capacity with the United States Armed Forces, subsequent to
8 Sep 1939, distinguishes himself or herself by meritorious
achievement while participating in aerial flight. Additionally,
it may be conferred for sustained meritorious achievement
(distinction) in the performance of duties involving aerial
flight.

AIR FORCE EVALUATION:
AFPC/DPSID recommends the Air Force Decorations Board advise on
whether the applicants recommendation package would have been
approved at the time of the act or achievement. DPSID was
unable to locate any official documentation in the applicants
military personnel record verifying if the recommendation
package was actually boarded and decided upon for award of the
AM. Although there is no reason to doubt the validity of the
applicants provided documentation, DPSID was unable to
corroborate it with any other documentation in the applicants
military personnel record.

SAF/MRBP recommends approval. In the absence of a referral from
Congress and the absence of a citation, MRBP recommends approval
of the AM for the applicants participation in aerial flights in
Southeast Asia. The flight operations officer validated the
number of missions the applicant supported for the period of
15 Mar 1966 to 31 Aug 1966, which met the criteria for award of
the AM and most likely would have been approved at the time of
the act/achievement. The Description of Achievement on Part I
of the form can be used for the AM citation.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
On 8 Oct 2013, copies of the Air Force evaluations were
forwarded to the applicant for review and comment within 30 days
(Exhibit E). As of this date, this office has not received a
response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by
existing law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Sufficient relevant evidence has been presented to
demonstrate the existence of an error or injustice requiring
relief. After carefully reviewing this application, we agree
with the recommendation of the Secretary of the Air Force
Personnel Council (SAFPC) and adopt its rationale expressed as
the basis for our decision that the applicant has been the
victim of either an error or an injustice. Accordingly, we
recommend the applicants record be corrected as indicated
below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air
Force relating to APPLICANT be corrected to show that on
31 August 1966, he was awarded the Air Medal.

All of the command post personnel received the BSM except him. The applicants complete submission is at Exhibit A. Based on a review of the applicants record, DPSID was able to determine that the applicant should have been awarded the Korean Defense Service Medal (KDSM) for his service from 23 Mar 66 to 30 Apr 91.

There is no documentation to support the applicants unit of assignment, with inclusive dates, was awarded the PUC. The applicant’s complete submission is at Exhibit A. In addition, his Airman Performance Report (APR) rendered for the period 30 November 1964 through 16 June 1965 states that he flew 17 missions into Vietnam during the rating period. Although AFPC has administratively corrected his record to reflect award of the AM basic and the Vietnam Service Medal (VSM), there is no evidence he was ever submitted for an additional AM.
